The office has intervened in recruitments conducted by the Education Department, Karnataka Public Service Commission, and Universities etc., to ensure that adequate percentage of reservation of vacancies for persons with disabilities is adhered.

Due to the intervention of the State Commissioners office the private and corporate sector has been kind enough to grant jobs to persons with disabilities. This was mainly done with the support of non-governmental organizations

Employment: during 2010-11

1. Two separate job mela were conducted by the Karnataka Vocational Training and Skill Development Corporation Ltd., for persons with disabilities at Bangalore and Bijapur Districts. Around 4540 persons with disabilities attended the job mela out of which 966 persons with disabilities were selected for various is jobs in the private sector. Apart from this 1703 persons with disabilities were selected for various training programmes.

2. A number of Non Governmental Organization like Enable India, Leonard Cheshire Livelihood Resource Center, National Association for the Blind, Association for People with Disabilities, Mitra Jyothi, Partner in Change have provided placement to many Persons with Disabilities.

3. The Samarthanam Trust aided by the State Govt. has established a special BPO (Business Process Out Sourcing) training institute where in 828 persons with disabilities have received training.

4. Through Bangalore Metropolitan Transport Corporation the persons with disabilities are being provided job opportunities at Telephone Coin Booths.

Identication of posts to be reserved for Persons with disabilities.

The Govt. of Karnataka has constituted a committee and which has identified the jobs that can be performed by the different kinds of disabled persons. Vide G.O. No. DPAR 52 SRR 99 BANGALORE DATED 29TH NOVEMBER 2002 .Notification is issued for group C and D posts. This committee has not revised the list of identified posts for reservation for persons with disabilities. Inspite of several letters written to the Committee, the revision of identification of posts for reservation of persons with disabilities has not been done. For group A & B posts the Govt. has identified posts for reservation for the persons with disabilities vide Notification No. DPAR 21 SRR 2008 dated 3-8-2009. This list is not comprehensive and does not include all the Departments.

To Review at intervals not exceeding 3 years the list of posts identified and update

The Committee has been constituted to review the list of posts identified and to update the same. This committee has not reviewed the list since 2002. Identification review of jobs for group A&B was done by DPAR by issuing Notification No. DPAR 21 SRR 2008 dated 3-8-2009 and this list does not contain all the Departments. Also justification for identification of posts has not been given.

Reservation of 3% posts for P.W.D 1 % each for VH, HH and OH.

The Govt. of Karnataka has reserved 3% posts in A and B Category posts for VI,HI and OH 1% each respectively. And 5% in C and D category posts in Govt. Services for recruitment of persons with disabilities. This reservation is categorized as 2% for VI and 1% for HH, 1% for OH, Leprosy Cured and 1% for MR and MI.

Issue notification

The Directorate of Employment and Training has issued notification under Sec.34 of the act.

Employment Officer is the authorized person to inspect records of establishment.

Vacancies not filled up to be carried forward is adopted in the General Recruitment Rules in Karnataka

All Govt. departments / undertaking / agencies are maintaining the records of employees with disability

Govt. and local authority is formulating schemes to ensure employment for PWD including Relaxation of upper age limit. 10 years relaxation is provided in upper age limit for persons with disabilities for recruitment in Govt. services.
