The Education Department is in the process of preparing a comprehensive education scheme for the benefit of children with disabilities with a holistic approach.

The Govt. of Karnataka is providing free education for disabled children in eight Govt. residential special schools, four schools for hearing impaired children at Gulbarga, Mysore, Bellary and Belgaum. Four schools for visually impaired children at Gulbarga, Mysore, Davangere and Hubli. These schools provide free food, shelter and education to the children. In the NGO sector 129 special schools for the different categories of disabilities are functioning. Also 29 vocational training centres are functioning for PWDs in Karnataka.

The No. of Special Schools under the Dept. of Welfare of Disabled and Senior Citizens in Karnataka is as follows:

  2. State Govt. aided 34
  3. Central Govt. aided 83

Out of which 18 special schools are providing vocational training facilities. Two teachers training institutions, one for visually handicapped and one for hearing impaired funded by Ministry of Social Justice and empowerment run by department of Disabled Welfare and Senior citizen. During 2005-06, 35 hearing impaired and 36 visually impaired person are trained

CET Counseling for Professional Courses:

This office is involved in the CET Counseling for Professional Courses for Medical/Dental & Engineering courses in Government and Government aided colleges. Government has earmarked 3% of seats in Medical/Dental/BAMS/Unani and Engineering courses for Persons With Disabilities.

Department of Education is also providing free and compulsory education for disabled children up to the age of 14 years under SSA in the normal schools. There is no rejection policy to admit the children with special needs in normal schools. There are 1,10,512 children with special needs who are studying in the primary schools and 23686 children with disabilities in the High schools. 14739 children with special needs are given Home Based Education.

59 NGOs are implementing IEDSS schemes.

Many special schools have vocational training facilities especially those for mentally retarded children.

special part time classes for providing functional literacy for children of 16 years and above is being implemented.

Home based education is provided to 14739 children with special needs in the State.

Education through open schools and universities is being implemented. Also the disabled students are getting educated through National Institute of Open School (NIOS)

Many educational classroom programmes are conducted through IGNOU on Television.

The Education Department is providing free books to the students. 6014 Braille books for the Visually impaired students were printed and supplied by the Govt. Computerized Braille Printing press at Mysore free of cost during 2010-11. The Braille books are supplied throughout the State. The Brail press also printed Kannada novels in Braille. Through the Department of Disabled Welfare, Blind students are provided with Sound Library facilities also, wherein tape recorders and audio cassettes are given.

To train teachers in special education for visually impaired and hearing-impaired children, the state Govt. training centers have been established at Mysore with the assistance of NIVH and NIHH. Candidates who have passed 12th std are eligible to undergo two years Diploma course. During the year 2010-11 the following are the no. of teachers are trained.

There are several special Teachers Training Institutes run by NGO’s conducting courses affiliated to Madhya Pradesh Bhoj Open University. NIVH, NIHH, NIMH etc
